I am going to Nepal in October via Doha with 14 hrs transit time from New York. I am planning to visit my brother who is in Qatar with working visa. Will he be allowed to enter airport or should I apply for transit visa?

 if you have 14 hrs transit, just go to their booth and they will give you voucher for hotel (They are nice hotels) 
and you will have to stand in a visa line, you will be given 24 hours visa. Right outside your Hotel vehicle will be waiting for you. 
Very easy and friendly. In hotel you will also get to have free dinner/lunch/ brkfast. 

You can tell your brother to visit you in your hotel once you will arrive in your hotel. 

TAKE this ADVANTAGE, We did when we went to nepal back in 2009.

But be sure to reserve the hotel in advance otherwise it might get all booked. You can call your Travel agent or airlines to book the hotel. Airlines is obligated to provide hotels if the transit is more than 8 hours.
