As far as I know maobadis (leaders) are in the driving seat now and calling all the shots. I spoke with my folks at home and they said the same thing.
There was a news published describing their current role and how they are forcing the party leaders to act on their wishes. Unfortunately I cannot locate that article.

Maobadi heads are busy with the party leaders and their cadres are having fun and waiting for their bigger golden days to come.

If Prachanda gonna be public... his head will be at risk... for sure there are so many nepalese who want to take revenge...

Even though I doubt that prachanda will appear in public but it is possible. When Baburam appeared in public nothing happened.
Even though they know they do not have public support, they might show up with all their supporters who are in Kathmandu from all over to show their "strength".
